City of Lincoln Council officially adopts its Vision 2030 strategic plan

City of Lincoln Council has formally adopted its Vision 2030 strategy, which sets a clear roadmap for the city’s future.

Following an agreement on 24 February by the Council’s Executive Members, the Vision 2030 consultation was presented at Full Council, where it was discussed and approved by all parties on 4 March 2025.

After careful debate and discussion on the council’s priorities for the next five years, particularly its action plan for the next 12-18 months in light of Local Government Reorganisation proposals, all parties had the opportunity to gain a deeper understanding of City of Lincoln Council’s vision for the future.

Vision 2030 will guide the city’s development over the next five years, focusing on five key priorities:

  • Let’s drive inclusive, sustainable, economic growth
  • Let’s reduce all kinds of inequality
  • Let’s deliver quality housing
  • Let’s enhance our remarkable place
  • Let’s address the challenge of climate change

The plan was shaped by extensive consultation with residents, businesses, elected officials, and key stakeholders. Emphasising adaptability, the strategy ensures Lincoln remains resilient to economic and legislative changes.

Key initiatives include the Charterholme Development, the construction of 52 sustainable homes, and continued investment in infrastructure, housing, and regeneration projects. The plan also supports the city’s commitment to tackling climate change and improving community wellbeing.

Cllr Naomi Tweddle, Leader of City of Lincoln Council, said:

We are incredibly proud of what we have achieved with Vision 2025 and Vision 2020, but we have no intention of taking our foot off the pedal.

 

“Vision 2030 builds on these successes and lays out a clear roadmap to address Lincoln’s most pressing issues. It has been shaped in consultation with the public and our partners, ensuring it reflects the aspirations of our residents, businesses, and visitors.

 

“As Lincoln continues to experience rapid growth and social, economic, and technological change, it is essential that we have a strong vision, a sense of purpose, and clearly defined values to guide our decision-making.

 

“We remain committed to innovation, efficiency, and working collaboratively with partners across the city and beyond. I will be supporting the adoption of this new plan and will be encouraging my fellow members to do the same.”
