The project will complement the recently introduced residents parking scheme by reducing the level of traffic within the area, which will in turn act as a catalyst for further investment.
At the meeting on 15 January 2024, members will discuss improvements to the walking and cycling infrastructure and urban realm within Sincil Bank, realising the aspirations that were first identified in the Place Shaping Framework.
Sincil Bank has been a priority area for neighbourhood renewal and support within the city since 2016, when a Place Shaping Framework was undertaken and strategy produced.
Within the strategy, several themes for intervention were identified, including ‘Streets for People’, ‘Gateways’ and ‘Greening’. These were incorporated into the Lincoln Investment Plan and Government funding submission in 2020 and approved as part of the £19 million Town Deal Funding through a signed Heads of Terms with Government in May 2021.
The project will complement the recently introduced residents parking scheme by reducing the level of traffic within the area, which will in turn act as a catalyst for further investment.
The intended outcome is to improve access to the Lincoln City Football Club stadium by walking and cycling, improving the visitor experience and supporting the wider regeneration programme.
A key goal for the project is to introduce gateways and enhance green spaces in the area, complementing the new Community Hub that is currently being built at Sincil Bank stadium, opening in 2024.
The Community Hub, a project also supported by the Be Lincoln Town Deal, will provide a space for training and skills, creating a safe space for the Lincoln City Foundation to promote health and wellbeing. This will compliment improvements to outside spaces to give the local community much needed opportunities to live happier, healthier and more fulfilled lives in Lincoln.
Subject to approval, we will be working with the community of Sincil Bank to prepare designs for new gateways and greening sites and are keen to hear ideas from local residents and businesses as part of this process.
The actual improvements are currently expected to start this summer for several months. Exact dates and traffic management details are still being finalised and will be shared closer to the time.
The project will include:
- Provision for a new green corridor for cyclists and pedestrians along Sincil Bank, between the entrance to Lincoln City Football Club’s LNER Stadium and Kesteven Street. This would include the provision of a northbound cycleway; some new seating and planted areas; and the resurfacing of several sections of footway and carriageway along Sincil Bank.
- Implementation of a revised one-way system area and a contraflow cycle lane within the Sincil Bank area. This is in conjunction with the previously implemented residents’ parking scheme.
- A number of aesthetic improvements, in the form of gateway features, that are likely to be incorporated into the project at a number of key junctions within the Sincil Bank area.
