Information on taxi licenses
City of Lincoln Council licences Hackney carriage and private hire drivers, vehicles and operators. We do not currently licence Uber to operate in the city.
- Private hire drivers need to have a licensed operator, can only accept pre-bookings through the operator, cannot be hailed in the street, and cannot use taxi ranks
- Hackney carriage drivers (also known as black cab or taxi) do not need an operator. They can be hailed in the street, can wait at taxi ranks for business and can accept pre-bookings direct

Apply to be a driver
Applicants should call the Licensing Team on 01522 873 715 and an application pack will be sent to you which sets out in detail the requirements and costs.
In order to apply, you must:
- Be a fit and proper person
- Be aged 21 or over
- Have held a full licence (either a full UK, Northern Ireland or European Community with UK Counterpart) to drive a car for at least two years
You will need to:
- Complete the application form
- Have a DVLA (Driver and Vehicle Licensing Agency) check on your driving record
- Have a DBS (Disclosure and Barring Service) check which will show any convictions recorded
- Provide a certificate of good conduct from any other country you have lived in for a significant period (3 months or longer)
- Have a medical examination at your own doctor’s surgery
- Complete a driving knowledge test
- Have a driving assessment with Lincolnshire Road Safety Partnership
- Complete safeguarding training
- Provide two passport photos
- Pay the relevant fees
Becoming a licensed driver can sometimes be a long process. The Licensing Team can help you every step of the way, however you will need to arrange some of the assessments yourself with information provided to you in the application pack.
